Hubei Province actively explored and promoted the pilot work of subsidies for the retirement of agricultural machinery. As of July 24, the province had scrapped 3,335 agricultural machinery (563 tractors and 2,772 combine harvesters). . Among them, there are 349 walking tractors, 179 wheeled tractors, 35 crawler tractors, 2037 self-propelled full-feed grain harvesters, 711 self-propelled semi-feeding grain harvesters, and suspended corn combine harvesters. 16 sets, 8 self-propelled corn combine harvesters. Due to backward technology, outdated technology, and aging parts, the old agricultural machinery has high loss of diesel fuel, which causes waste of energy and increases pollutant emissions. Some problems cannot be ignored
The policy promotion is not balanced. At present, the progress of scrapping subsidies for subsidies in Hubei Province is different, and it is fast and slow. Most of the pilot areas actively explored and promoted the pilot program of subsidies for the retirement of agricultural machinery, vigorously promoted the policy of scrapping and updating subsidies, organized the implementation of scrapping and updating work, and achieved good results. For example, in Jingmen City, 836 agricultural machinery have been scrapped so far, including 268 tractors and 568 combine harvesters. However, some regions believe that the policy is not perfect, and they are hesitant to wait and see, and there is fear. According to statistics, only 16 cities and counties in the province have deployed 12 pilot cities to fully implement the pilot project for scrapping and updating. Among the 60 pilot cities and counties announced by the Provincial Agricultural Machinery Bureau, 19 cities and counties have a number of abandoned agricultural machinery.
The types of scrapped machines are relatively simple. At present, most of the agricultural machinery scrapped in the province are combine harvesters, and the number of scrapped tractors is relatively small, accounting for only 16.88%. The reasons are as follows: First, the use rate of the combine harvester is high. The combine harvester participates in cross-regional operations, with long working hours and fast machine parts, resulting in fast depreciation of the machine. The relative use rate of the tractor is low, and the loss of the implement is slow. Second, the amount of tractor subsidies is too low. According to the plan, the amount of subsidies for walking tractors is only a few hundred yuan, which has caused many operators to reluctantly scrap the walking tractors that have reached the end of life. In addition, according to some county and city agricultural machinery supervisors, the recycling price of second-hand tractors acquired by agricultural machinery manufacturers in other provinces is far higher than the subsidy standard for agricultural machinery scrapping, so many operators prefer to sell tractors to other provinces.
It is difficult to identify the origin of abandoned agricultural machinery. The source of scrapped agricultural machinery is a major focus of regulation. In order to prevent the withdrawal of subsidies from the agricultural machinery, the counties and cities in the province have explored various measures to ensure that the agricultural machinery that enjoys the subsidy for scrapping renewal comes from the locality of the province and is legal. Some counties and cities require village committees to issue certification materials, and township agricultural machinery service centers provide proof of origin. The county agricultural machinery supervision station will not accept any models that are not available locally. Second-hand agricultural machinery purchased from other places after the implementation of the scrap renewal subsidy program will not be accepted. Despite this, it is still difficult to ensure that all the agricultural machinery that enjoys the subsidy for scrapping renewal is legally legal, relying on the certification materials of the village committee and the township agricultural machinery service center.
It is difficult to prove whether the main components are destroyed. The scrapping of agricultural machinery is different from the purchase of agricultural machinery. It is difficult to verify the certificate after dismantling. At present, whether the main components of the abandoned agricultural machinery are destroyed, mainly relying on the on-site supervision of the supervision and sales personnel of the agricultural machinery safety supervision station, and relying on the "personal card" to support the authenticity of the destruction of the main components. For the purpose of protecting cadres, a strong “material evidence” is needed to verify the authenticity of the destruction and to keep it on file for future reference. However, at present, most of the recycling units have simple conditions and small profit margins. The collection points in the counties and cities surveyed are not equipped with monitoring equipment. Some places are proved and archived by photographs before, during, and after dismantling, but the support of the photos is limited. The same machine is photographed in different light, different angles, and different distances, and the difference is large.
The scrap update file is not standardized. During the supervision and investigation, it was found that the subsidy files for scrapping and updating in many places were not standardized. The “Recycling Certificate” should be signed and sealed by the county (city, district) agricultural machinery department, and the county (city, district) agricultural machinery bureau should be signed and sealed by the supervision station. Some local recycling companies save money for the map. Regardless of whether the scrapped agricultural machinery has a license, the license number is not listed on the “Recovery Certificate” without verification by the agricultural machinery supervision department. In some counties, the “Recovery Certificate” was incomplete and the archive materials were incomplete. In other places, the scrap update process is not strictly implemented, and the old machine is not destroyed and is entered for new machine update.
The retirement update announcement was not implemented. In the counties and cities that supervised the investigation, some of the scrap collection points did not hang the “recycled designated recycling points for agricultural machinery” in accordance with the requirements, and there was no publicly available scrap recycling subsidy standard. The counties and cities that supervised the investigation did not publicize the name and amount of the owner who enjoyed the subsidy for retirement.
Continue to promote the retirement update policy
First, the work is vigorously promoted. It is recommended to further increase supervision and urge all localities to work quickly and implement this good policy of benefiting farmers and farmers. All localities must overcome the fear of distress, actively carry out work, accumulate work experience, explore and improve the retirement renewal policy in their work, and find a work plan suitable for local realities.
The second is to introduce mandatory scrapping standards. At present, there is no mandatory scrapping standard for tractors and combine harvesters in Hubei Province, and the subsidy policy for scrapping and renewing has completely adopted the principle of voluntary farmers. For tractors and combine harvesters with poor safety performance and great safety hazards, if farmers are not willing to scrap, it is recommended to introduce tractors and combine harvesters to impose scrapping standards, and to carry some tractors and combines with great safety risks. Forced scrapping to protect the lives and property of farmers.
The third is to strengthen the publicity of scrapped objects. It is suggested that the implementation plan for the retirement of agricultural machinery should be further clarified: the agricultural machinery department and the scrap collection point must publicize the scrapping update subsidy standard and enjoy the relevant information of the object of scrapping the subsidy in a conspicuous position, which can increase the promotion of the scrapping update policy and publicize the designated scrap recycling. At the same time, it is also possible to conduct social supervision on the object of scrapping the renewal subsidy, which is conducive to the legality management of the scrapping machine.
The fourth is to improve the scrap update file. The storage period of the agricultural machinery purchase subsidy file is ten years. It is recommended that the implementation plan for the scrapping and renewing of agricultural machinery be clear. The storage period of the scrapped update file is consistent with the storage period of the purchase subsidy file, and it is also ten years to ensure the effective connection between the two, so as to facilitate the verification of subsidy funds. At the same time, it is necessary to further emphasize the improvement and standardization of the scrapped update files. All localities should fill in the details (recovery certificate) in detail and carefully. If there is a number plate before, the number plate number must be filled out, and the number plate cancellation work must be done. Prepare an alternate number plate to ensure that stocks and increments are in mind.
The fifth is to do a good job of reducing the total amount of agricultural machinery. After the agricultural machinery is scrapped, the local agricultural machinery authorities should seek truth from facts and remove the abandoned agricultural machinery from the total amount of agricultural machinery in time to ensure that the statistical data is scientific and reasonable, and can accurately and accurately reflect the local agricultural machinery and equipment, and provide a more accurate reference for scientific decision-making.
